Bridges to Health Request for Application 2009 Clarification in response to a question regarding the need for HCIAs to have an OCFS-issued Operating Certificate or license:

The rationale behind the requirement for an OCFS Operating Certificate or license was to secure HCIAs with experience in operating/providing foster care services in settings of 12 beds or less. OCFS issues Operating Certificates for  Group Homes and or Agency Operated Boarding Homes.  Foster Boarding Home Programs are not licensed by OCFS, but nonetheless demonstrate provider experience in providing services in settings of 12 beds or less.  This is to clarify that the language  in the RFA Section 1.4 is being construed to include those instances in which a provider has a contract with a social services district  or other arrangement that can attest to its experience in providing foster care services in settings of 12 beds or less as satisfying the need for an OCFS Operating Certificate or license. Organizations that may have refrained from applying to be an HCIA because they did not have an OCFS Operating Certificate or license are invited to submit applications.
