 Request for Applications

REVISED NOTICE

The New York State Office of Children and Family Services (OCFS) initially released the Settlement House RFA on October 8, 2009 with an application due date of November 5, 2009. Questions and Answers were posted to the OnLine Bidders List (OBL) on October 22, 2009.  In order to clarify eligibility and other requirements, revised Questions and Answers will be available on the OBL on Friday, November 6, 2009 at 5pm ET.  The due date for applications has been revised to December 1, 2009 at 3:00pm ET.  The contract start date has been revised to June 1, 2010. Applicants who already submitted applications must notify OCFS by email to Denise.Pine@ocfs.state.ny.us as to whether new applications will be submitted. Absent notification, OCFS will consider/review documents previously submitted. Note there will not be another Questions and Answers period.

OCFS anticipates making available up to $6 million in Federal Temporary Assistance to Needy Families (TANF) funding and $1 million in State Local Assistance funding to established Settlement Houses for TANF eligible individuals and families.  The purpose of this Settlement House RFA is to provide statewide funding for a model of service delivery that is both programmatically effective and cost-efficient. In keeping with the nature of the Settlement House movement, the model proposed by each applicant must provide comprehensive, coordinated, neighborhood-based and family-focused services. Settlement Houses are recognized as contributors to the provision of these services, and it is expected that this funding will be used to enhance existing services, including the implementation of greater neighborhood outreach, providing or directing individuals and family members to appropriate community-based resources, monitoring the progress of these individuals, and coordinating intra-agency and community services so that community residents have easy access to a comprehensive range  of  services.
