Submitting an ICPC request

Please review ICPC policy 19-OCFS-ADM-08, covering how to submit a request.

All requests are submitted via the web-based NEICE system; see below for details.

Specific documents must be included in each ICPC request. OCFS has developed checklists to assist caseworkers in preparing ICPC packets for children in foster care or under court jurisdiction:

Requesting a home study is the first step of many in the ICPC process. Please review the following guidance from the NY ICPC office to make certain that you understand all the responsibilities and requirements that come when you initiate the Compact by requesting a home study in another state:

NEICE

The National Electronic Interstate Compact Enterprise (NEICE) is a web-based system that allows participating states to swiftly and securely share records and exchange information. New York joined NEICE in August 2018.

All Local Departments of Social Services (LDSSs) and Voluntary Authorized Agencies (VAs) submit ICPC requests via NEICE. Each agency is required to have 2-6 active NEICE users, including a designated NEICE Liaison, who complete mandatory training.

If you do not know who the NEICE Liaison or authorized users are at your agency, ask your manager or contact the NY ICPC office.
