Child Care Stakeholder Meetings - 2023
Each month, the NYS Office of Children and Family Services, Division of Child Care Services, hosts a virtual meeting to address current initiatives, provide important updates and share valuable information with regard to child care. Stakeholders from around the state are invited to attend and ask questions.
New York Public Welfare Association Winter Conference - 2023
At the annual New York Public Welfare Association (NYPWA) conference held January 24-27, the Division of Child Care Services conducted an interactive session titled Updates from the Division of Child Care Services. This session provided an overview on a wide array of child care topics including information on the Governor’s 2023 State of the State child care initiatives, the various grant programs including: provider grants and retroactive absences grants, the Child Care Deserts initiative, Workforce Recruitment and Retention work and many updates on the Child Care Assistance Program. The session was well-received by all in attendance.
2022
New York Public Welfare Association Summer Conference - 2022
On July 18, 2022 the Division of Child Care Services staff co-presented a session with representatives from the Dutchess, Monroe and Schenectady County Departments of Social Services. This session, titled “Expanding Access to Child Care” provided an overview of the childcare elements included in the enacted budget and other program initiatives, and provided an opportunity for districts to share information on their successes and challenges encountered as part of local efforts to expand access to childcare.
New York Association for the Education of Young Children (NYAEYC) Annual Conference - 2022
At the NYAEYC Annual Conference on April 9, 2022, the Division of Child Care Services conducted a session called Child Care Deserts and Regulatory Update. Information on a variety of child care topics, including subsidies, news about federal pandemic relief grant programs, efforts to reduce child care deserts, and more were provided. In addition, OCFS discussed recent regulatory and organizational changes along with an update on the Market Rate Survey.
New York Public Welfare Association Winter Conference - 2022
On January 21, 2022, the Division of Child Care Services staff presented a session: What's the Latest from Child Care Services? at the 153rd NYPWA Annual Winter Conference. The presentation provided updates on a variety of child care topics—including updates on child care subsidy, information about federal pandemic relief grant programs (i.e., the Essential Worker Scholarship, Stabilization Grants), efforts to reduce child care deserts, the response to Elijah's Law, and more.

2021
New York Public Welfare Association Summer Conference - 2021
At the NYPWA's 152nd Annual Summer Conference on July 27, 2021, the OCFS Division of Child Care Services conducted a session called Child Care Post Pandemic: The Impact of New Federal Funding on New York State. With the passage of the federal Coronavirus Response and Relief Supplemental Appropriations Act in December 2020, and the American Rescue Plan Act in March 2021, $2.2 billion of new, one-time funding has been allocated to New York State expressly for child care. This session provided an overview of current uses to which these critical funds are being put, and what the field and local districts can look forward to in the future. Among the topics discussed were regulatory changes to the child care subsidy program; grants to help stabilize the child care field and improve program quality, while also growing supply; and continuing supports for essential workers needing child care.
New York Public Welfare Association Winter Conference - 2021
At the NYPWA's 152nd Annual Winter Conference on January 20, 2021, the OCFS Division of Child Care Services conducted a session called Response, Recovery, and Partnership: Meeting Emergent Needs in the Child Care Field. This session shared information on trends within the child care system, and the strategies used to help meet the emerging needs of families, the child care community and the child care subsidy program as communities deal with the impacts of COVID-19.
2019
Family Child Care Association of New York State Annual Conference - 2019
The 28th annual conference of the Family Child Care Association of New York State, Inc., an organization dedicated to supporting family-based child care providers, was held on Friday, March 15, 2019. The Division of Child Care Services presented to a group of approximately 90 family child care providers and stakeholders from across the state. The presentation entitled Child Care: What’s New in 2019? provided updates on the Child Care Subsidy Program, the status of Child Care and Development Block Grant implementation in New York State, the new Child Care Availability Task Force, the federal Preschool Development Grant Birth-to-Five award, the latest in OCFS approaches to regulator training, and other topics important to child care providers.
2018
New York Association for the Education of Young Children Annual Conference – 2018
On April 20, 2018, Division of Child Care Services staff, along with staff from the Professional Development Program of Rockefeller College at the University at Albany, participated in a panel presentation to discuss how child care program leaders can best plan their training strategies. The panel of experts discussed available training resources, methods of tracking staff training and where to find approved trainings for child care programs, including OCFS webcasts, on-demand trainings and e-learnings.
Family Child Care Association of New York State Annual Conference - 2018
On March 23, 2018 the director of program operations and the director of regional operations in the Division of Child Care Services presented to a group of approximately 80 family child care providers and stakeholders from across the state. The presentation entitled What’s New in Child Care covered topics such as a federal funding update, a regional office overview to introduce two new regional managers, new licensor training, information about the inspection process including inspections during non-traditional hours of operation, and an overview of an approach to evidence-based practices for promoting young children's social and emotional competence and for preventing and addressing challenging behavior. The session was well-received by all in attendance.
CCDF Plan FY 2019-21 - ECAC Membership Meeting - March 2018
At the ECAC meeting on March 22, 2018, the Division of Child Care Services gave an overview of Child Care and Development Fund (CCDF) Plan. ECAC members reviewed it, and provided feedback on some strategies that could be included in the plan. That feedback will be used as OCFS finalizes the plan for submission in mid-2018. New York Public Welfare Association Winter Conference - 2018
At the NYPWA’s 149th Annual Winter Conference on January 24, 2018, the OCFS Division of Child Care Services conducted a session called The Two-Generation (2Gen) Approach: Strengthening Family and Parent Support. This session was developed and facilitated in collaboration with the NYS Office of Temporary Disability Assistance (OTDA). Presenters from DCCS included Merideth Bastiani, manager of the Child Care Subsidy Program and Jim Hart, director of program operations. Pou Mok, an Excelsior Service fellow with OTDA’s Bureau of Employment and Advancement Services co-presented, and led a panel discussion featuring Jacqueline Hall, the executive director of Social Services Family Independence Programs, and Sandra Neubert, director of employment programs for the Erie County Department of Social Services. This workshop provided an overview of the 2Gen approach, explored the ways the child care subsidy program fits the 2Gen model, how TANF programs support families consistent with the 2Gen approach, and highlighted 2Gen practices in Erie County that are being facilitated by community-based, comprehensive services hubs.

Child Care Stakeholders Roundtable
On August 17, 2017, the New York State Office of Children and Family Services hosted a Child Care Stakeholders Roundtable to discuss issues relating to child care access and availability. OCFS received valuable input. We thank everyone who participated in these conversations.
New York Public Welfare Association Summer Conference
At the NYPWA’s 148th Annual Summer Conference on July 17, 2017, the Division of Child Care Services conducted a session called “Outside the Sandbox Redux: Changes to Improve the Child Care Subsidy Program.” Presented by Robert Korycinski, director of administrative operations, and George Ciezkowski from the child care subsidy program, this workshop provided an opportunity to discuss the results of the 2017 survey of local departments of social services and child care provider organizations on changes to improve the child care subsidy program. Participants were invited to share issues and concerns about the implementation of the federal statute and regulations that impose new requirements on the child care subsidy program.

OCFS Community Forum
The New York State Office of Children and Family Services (OCFS) held four Child Care Development Block Grant Community Forums across the state in 2017. These forums brought together diverse groups of stakeholders to address some of the new federal regulations for child care, with an emphasis on child care subsidy.
OCFS received valuable input, including suggestions about how to implement the new requirements for health and safety, and for quality improvement. We thank everyone throughout the state who participated in these conversations. There will be more opportunities in the coming months to offer input.
School Aged Child Care Town Hall Meetings
OCFS held twenty-seven town hall meetings, in areas across the state, in the months of October, November, and December of 2016. The purpose of the meetings was to discuss building and equipment issues that may result in violations and whose responsibility it is for correcting them. The invitees included: BOCES district superintendents, school superintendents, OCFS regional office and home office staff, directors of school-age child care programs operating in public schools, other school administrators, and advocates.

Statewide Emergency Preparedness and Response Planning
On February 16, 2017, OCFS Deputy Commissioner Janice Molnar, Division of Child Care Services, provided an overview of emergency preparedness and response to the Office of Child Care, Federal Region 1 states (ME, NH, VT, CT, MA, RI).
Emergency preparedness and response in early care and education is critical. The presentation focused on New York State's work before, during, and after Hurricane Sandy struck in October, 2012, including support for ongoing interventions that continued into 2017.

The NYPWA’s 148th Annual Winter Conference was held January 24-27, 2017. The Division of Child Care Services (DCSS) presented two sessions.
Reauthorization of the Child Care and Development Block Grant was presented by Deputy Commissioner Janice Molnar and Robert Korycinski, director of administrative operations. This workshop provided an opportunity for stakeholders to discuss the recently released federal Child Care and Development Fund (CCDF) regulations and the potential impact they will have on families, child care providers, and New York State’s statutes and regulations.
The second session, Child Care Program Integrity Technical Solution Implementation, was presented by Jim Hart, director of program operations, and Robert Hops, senior project manager at Controltec, Inc. This presentation provided an update on local district implementation of the system, a review and demonstration, suggestions for best practices, and highlights of some successful local district outcomes the system has supported.

NYS Association for the Education of Young Children Annual Conference and the Family Child Care Association of New York State Annual Conference
On April 8, 2016, the Division of Child Care Services staff presented a session: New York's Child Care & Development Fund Plan for FY 2016-2018: A Closer Look Into the Impact on Child Care in New York State at the NYS Association for the Education of Young Children Annual Conference held in Westchester. On April 15, 2016, staff presented a session: Around the Next Bend: An Update on Child Care Issues in New York State at the Family Child Care Association of New York State Annual Conference held in Callicoon. Both presentations focused on New York State's Child Care and Development Fund Plan which was submitted to the Office of Child Care on March 11, 2016 and key provisions of the Child Care and Development Block Grant (CCDBG) Act of 2014. The topics covered included recent changes made to the Office of Children and Family Services website, and upcoming changes to training and professional development and health and safety standards and monitoring. In addition, information about the Division's Child Care Options Campaign was shared with participants.

On March 8, 2016, the Division of Child Care Services Deputy Commissioner, Janice Molnar, provided an overview presentation of the Child Care and Development Block Grant Act of 2014 and its impact on child care in New York State to the New York State Community Action Association.

The One Constant in Life is Change: The Child Care and Development Act of 2014 and its Impact on Child Care in New York State
This presentation focused on key provisions of the Child Care and Development Block Grant (CCDBG) Act of 2014 which was signed into law on November 19, 2014, by President Barack Obama. Topics covered were the upcoming changes to the licensing and monitoring of child care providers, new background check requirements, changes to training and professional development and the increased focus on quality improvement.

It's Time: Day Care Center Regulations Coming of Age
This session focused on the more noteworthy and exciting changes made to the New York State Child Care Center and School-Age Child Care regulations. Topics covered include: changes in medication administration, supervision, health and safety, behavior management, and changes in training requirements for staff.

The Division of Child Care Services gave a presentation titled "The One Constant in Life is Change: The Child Care and Development Act of 2014 and its Impact on Child Care in New York State." The presentation focused on key provisions of the CCDBG Act of 2014 which was signed into law on November 19, 2014, by President Barack Obama.
